On April 16, North Carolina Department of Labor (NCDOL) Commissioner Cherie Berry presented a Building Star Safety Award to Patterson & Wilder Construction Co. Inc. at the company’s Castle Hayne offices. Companies that qualify for the award have exemplary safety and health programs and worker injury/illness rates and lost/restricted workday rates at least 50 percent below the national rate for the company’s industry. Only 14 North Carolina companies have received the Building Star designation, with Patterson & Wilder being the only pipeline construction company so honored. Additionally, Patterson & Wilder has the distinction of being the first construction company to form a safety alliance with NCDOL.
A member of both NUCA and the North Carolina Utility Contractors Association (NCUCA), Patterson & Wilder performs mostly natural gas pipeline construction projects (both transmission and distribution), with some work in the water and sewer industry and also in environmental management and coastal recovery. The company maintains two corporate offices, one in Wilmington, N.C., and the other in Birmingham, Ala., where the company was founded in 1962.

Leaders of the newly-formed NUCA of Ohio chapter were presented with an official national association charter during the NUCA Washington Summit in May. Chapter President Judd Gleason, (Rudolph/Libbe Companies Inc., Walbridge, Ohio), Chapter Vice President Greg Manhardt (Gradient Corp., Cincinnati, Ohio) and Chapter Treasurer Al Heckmann (Heckmann Sales and Leasing, Dayton, Ohio) were on hand to receive the charter from representatives of another relatively new chapter — NUCA of Las Vegas — Larry Fortin and Chuck Dimick. NUCA president Terry Dillon — as well as past and present Member and Chapter Relations Committee Chairs and NUCA staff members — also participated in the presentation. On May 29, the Georgia Public Service Commission accepted the first federal grant check for $100,000 from the U.S. Pipeline and Hazardous Materials Safety Administration (PHMSA) to expand the Commission’s efforts to prevent damage to Georgia’s underground utilities.
This is the first federal grant of its type to any state for damage prevention, education and enforcement efforts since the passage of the federal PIPES Act of 2006. Over the past several months, NUCA has served on the panel of federal and state government officials and industry organizations tasked with evaluating each state grant application to determine if and how well the state program implements the nine elements of an effective state damage prevention program as described in the PIPES Act.
PHMSA administrator Carl Johnson presented the check to Commissioner Doug Everett, who was joined by fellow commissioners and representatives from the PHMSA, Utilities Protection Center, Georgia Utility Contractors Association, Georgia Power, Atlanta Gas Light, AT&T and other organizations involved in the prevention of damage to Georgia’s underground utility infrastructure.
Commissioner Everett also presented a check for $25,507 to the Utilities Protection Center, which will be used to develop a software program that will combine local programs and interface with the Common Ground Alliance’s (CGA) Damage Information Reporting Tool (DIRT). Finally, Georgia Governor Sonny Perdue presented the group with the previously signed proclamation naming May 2008 as Dig Safely Month in Georgia.
NUCA Welcomes 100th New Member in 2008
The honor of being the 100th new member to join NUCA in 2008 went to contractor TRC MidValley Utilities of Kaukauna, Wis. A division of the 45-year-old James J. Calmes and Sons Inc. Construction, TRC MidValley Utilities focuses on excavation, sewer/water construction and trenchless installation. To mark the 100th New Member milestone, NUCA is giving the company two complimentary full registrations to Utility Construction EXPO ’09 “The Big Show” March 4-6, 2009, in Phoenix.
